The Ministry of Education and Culture of Paraguay contracted Georgetown University to develop a proposal for the reform of higher education in that country.  Two entities at Georgetown University formed a partnership to develop this proposal.  They were the Center for Intercultural Education and Development, and the Graduate School of Arts and Sciences.  These two entities developed a team of experts to develop the proposal.   The team prepared the ground for the proposal through assemblage of documents, multiple discussions, and video conferences with Paraguayan authorities.  To get further insight into these three issues, a delegation comprising Mr. Jorge Abeledo, and Drs. Erick Langer and Norberto Grzywacz visited Paraguay from September 25 to September 30, 2016.  This delegation met with officials from several relevant institutions in Paraguay to gather information about the project.  Using this information, the Georgetown team will work for the next two years or so to gather data and develop the proposal for the reform.
