On September 4, 2007, Phase I will be implemented and all research administration functions will be removed from the Departmental level and consolidated in the Graduate School, with “dotted-line” reporting to the College. The functions that the Service Center will provide in Phase I to the Science Departments include:
- Reviewing every transaction that is applied to all grants each month in order to ensure that transactions are allowable and coded correctly.
- Reconciling, monthly, with PIs, all transactions applied to accounts and completing corresponding paperwork.
- Reconciling procurement card purchases with PIs.
- Preparing any personnel distribution changes related to accounts.
- Reviewing, routing, tracking and reviewing all contracts needed after the initial award set-up.
- Preparing and processing all lump sums to be paid off grants.
- Preparing all needed cost transfers and payroll journal vouchers related to transactions already posted to grants.
- Preparing and tracking all cost sharing activities.
- Ensuring that indirect and fringe benefit costs are correctly applied.
- Preparing all financial reports and sending them to SAO for review.
- Coordinating and tracking all interdepartmental billing.
- Managing, and assisting PIs with, PAR completion.
- Ensuring audit standards are met and respond to audit requests.
- Developing and presenting training on sponsored research issues for the Main Campus.
- Working with other organizational units to improve efficient University processes for tasks associated with grant management.
- Acting as a liaison between various GU units on sponsored research issues.
Phase II
On July 1, 2009, Phase II will be implemented and the post-award services of the Service Center will be expanded. An additional Post-Award Grants Administrator will be hired and will work with the current Post-Award Grants Administrator to provide more specialized support to the Science faculty. One Post Award Grants Administrator will be assigned to three of the Science departments while the other one will provide support to faculty in the remaining three departments. Research volume (number and amount of awards) will be used to make these assignments and will be reviewed and adjusted, if needed.
Phase III will be implemented on July 1, 2010 and will enable the Service Center to provide life-cycle management of all Science sponsored agreements. The Service Center will provide a comprehensive range of both pre- and post-award services to facilitate the growth of Science research at Georgetown. The Service Center will be expanded and be composed of a Senior Grants Administrator, a Pre-Award Grants Administrator, two Post-Award Grants Administrators and two student workers.
